An International Culture Body to support formation of a Uganda coalition for Diversity of Cultural Expressions

The International Federation of Coalitions for Cultural Diversity (IFCCD) will provide technical support to Engabu Za Tooro to facilitate formation of a Uganda Coalition for Diversity of cultural Expressions. This was adopted as a recommendation at the close of the 5th Congress of International Federation of Coalitions for Cultural Diversity which took place at Gouvernuer Hotels, Montreal Canada 24th to 29th October 2018.


Engabu Za Tooro was admitted in the Congress as an Associate member of the Federation and participated in observer capacity with an opportunity to present a statement to the congress on the state of Arts and culture sector in Uganda. While presenting a statement, Mr. Stephen Rwagweri, the Executive Director of Engabu Za Tooro, emphasized the need to organize diverse actors, stakeholders and forms of cultural expressions into a platform that enables interdisciplinary cooperation, networking among actors in the same form of cultural expression or discipline and collective voice to advocate for the development of the sector. He requested the federation to support efforts of Arts and culture actors in Uganda, to organize themselves, into a national coalition so that they can join the federation. The request was accepted and a recommendation in that line adopted which will be operationalized by the secretariat in 2019.

This federation is formed by national coalitions which in term are formed by national networks, unions and associations in different arts and culture disciplines and expressions. Uganda’s culture and Arts actors will be admitted as a member of the federation once they form a coalition. The various forms of cultural expressions which may come together to form a coalition include; music, dance, acting, writing, publishing, visual art, architecture, design, graphics, film etc.

These should be organized in national associations, unions, networks, clubs, chapters of international networks, NGOs, professional associations and relevant departments of education and training institutions and universities.
